The Sejong Government Complex was carried with the aims of constructing a new government building by 2022, in response to the demand of central government organizations and to secure office space for other government organizations due to the relocation of the nations’ administrative functions. The site located at the center of the Sejong Government Complex is a pivotal space of the existing government office building that serves as the hub of integration for the entire complex. By utilizing these characteristics of the site, the goal was to create a vibrant and sustainable Sejong Government Complex as a single integrated complex, achieved through the connection and expansion of the existing government building. In this sense, the complex was designed with open spaces that transcend internal and external boundaries, incorporating multidimensional programming and functionality. Additionally, the open square where citizens can freely access was designed between the civic and office buildings to create an urban platform with the Sejong Government Complex (Central Tower) at its heart. Furthermore, the new Sejong Government Complex (Central Tower), consisting of a low-rise civic space and a compact office space, provides a diverse urban landscape while the spectrum of the landscape, ranging from low to high, adds a direction and symbolism to the horizontal existing Sejong Government Complex landscape, completing a new and unique scenery.
