Introduction
In the planning of Russia's Irkutsk Baikal Smart City, the primary focus was on developing an environmentally friendly and practical concept suitable for a cold country. To achieve this, extensive research and analysis were conducted on architecture and urban planning in polar regions. As a crucial development concept for the Baikal Smart City in Irkutsk, the "Warm Street" concept was introduced. This involves connecting the lower levels of mixed-use facilities (referred to as podiums) in a continuous manner to serve as indoor public walkways. Simultaneously, by planning skylights on the upper part of the podium, the indoor spaces meet environmentally friendly heating and natural lighting conditions. The goal was to enable residents (city dwellers) to engage in free indoor walking through buildings, even in the cold climate. In addition to these elements, various design features, such as the wind-blocking Baikal Forest and a landmark government building with a distinctive facade design located on the main development axis of the city, were incorporated into the Baikal Smart City. Together, these elements contributed to the completion of the Baikal Smart City's concept.
