In August 2003, Incheon Free Economic Zone (IFEZ) was designated as the first economic free zone in South Korea. Positioned as a core city for business in Northeast Asia, IFEZ aimed to construct a foreigner-friendly city with a unique institutional framework distinct from existing local authorities. Located in a geographically strategic area where the airport, seaport, and leisure facilities coexist, IFEZ sought to establish a city that caters to the needs of international business. As an initial model, the urban development designs for blocks D13, D14-1, and D15 were undertaken to reflect changing demands in urban and residential types, embracing new trends. Simultaneously, these designs aimed to be forward-looking and innovative, introducing new concepts in response to evolving urban demands and trends.
